Dave J. Miller, a founder of the Airport Minority Advisory Council, has passed away. Miller devoted his life and career to helping create opportunities for minority- and women-owned businesses in the public sector.
Miller was one of the few who thought to question how the U.S. Department of Transportation’s 1980 airport Minority Business Enterprise program regulation was being implemented by airport operators. At that time 80 percent of all women- and minority-owned business participation in airports originated from Hartsfield-Jackson Atlanta International Airport (ATL), where Miller was director of operations.
