Massport Releases RFP For Concessions Program Manager

The Massachusetts Port Authority has issued its long-awaited request for proposals for food and beverage and retail concessions at Boston Logan International (BOS). Massport is seeking a concessions program manager, responsible for developing, leasing, marketing and managing the concessions program throughout Terminals A, B, C and E.

According to the RFP, the concessions program manager will be responsible for the overall management of the program. The winning bidder will develop a concessions plan for the redevelopment of the concession program, implement an interim concessions plan and manage all aspects of the concessions program including developing the concessions mix, negotiating leases with the concession operators, managing the construction process, and ultimately managing and marketing the concessions program.

BOS is holding a pre-submission conference and networking session on Aug. 3, followed by tours on Aug. 4.

The current concessions program includes 160 individual concessions locations throughout the four terminals, occupying approximately 180,000 square feet. The concessions are currently operated under a developer model. Airmail currently holds the concessions contract at Terminals B and E, while concessions at Terminals A and C are overseen by Westfield. The leases for Terminals C, B and E expire in 2017, while the lease for Terminal A expires in 2018.

Massport has opted for a different approach with its new RFP. Unlike with the developer model, the new concessions manager will be allowed to operate concessions. That activity, however, is limited to owning and operating up to 35 percent of total food and beverage gross receipts, and no more than 40 percent of overall gross receipts in the concession program, the RFP said.

“It is the authority’s intent to improve upon its high-quality, first-class concession program that fully meets the needs and desires of the traveling public at Logan Airport with the highest level of customer service,” Massport stated in its RFP. “The Authority wants to create a truly unique environment at Logan that incorporates innovative, cutting-edge tools and practices that reflect current and future trends in airport concessions. Further, the authority desires to create a successful concessions program that incorporates new and emerging concepts and technologies to enhance customer experience and customer satisfaction.”
