Manager, Airport Business Office

The Airport Business Office portfolio encompasses agreements for concessions, leasing and property management, and airline operating agreements for Boston Logan International Airport, Hanscom Field, and Worcester Regional Airport that generated over $400 Million in revenue to Massport. The Manager, Airport Business Office is responsible for planning, organizing, directing and managing all leasing, property management, concessions, airport/commercial/retail development and business activities at Massport’s Aviation Facilities to achieve the goals of Aviation’s annual business plan  in accordance with sound financial controls.  Manages, supervises and coordinates the activities of 16 staff members.

Essential Tasks of the Job:

Oversees the development, negotiation and administration of all leases, contracts, and operating agreements within the Airport Business Office (“ABO”) for Logan International Airport, Hanscom Field, Worcester Airport and other Aviation related facilities.

  1. Represents Massport and the ABO to tenants and third parties on issues relating to leases, contracts, or operating agreements.

 

  1. Negotiates and manages portfolio of leases, license agreements, and service contracts for all commercial activity for Aviation/Airport related business opportunities.

 

  1. Oversees the administration of all leases, contracts, and operating agreements to ensure they are in compliance with lease terms.

 

  1. Participates in the development of new business opportunities/initiatives to maximize profits to the Authority.

 

  1. Responsible for reviewing and approving all lease related documents in accordance with Massport policies and systems.

 

Leads and oversees the development of concession opportunities and operations at Logan International Airport, Hanscom Field, Worcester Airport and Aviation related facilities.

  1. Oversees the conceptualization, development, leasing, design, construction, and implementation of all concession opportunities.

 

  1. Oversees the development of clear, consistent and comprehensive policies and objectives related to concessions development and management and other commercial development opportunities at airport properties.

 

  1. Oversees the development and ongoing adherence to the concession master plan.

 

  1. Develops and reviews business & financial terms and proposal specifications for concession development at Aviation properties.

 

Directs the property management functions at Logan International Airport, Hanscom Field, Worcester Airport and other off airport sites, including properties developed by a third party or leased by the Authority.

  1. Represents Massport and the Airport Business Office to tenants and third parties on issues relating to property management.

 

  1. Oversees the development, implementation and monitoring of property management plans for airport leased properties.

 

  1. Oversees the development, implementation and monitoring of tenant parking plans at cargo, hangar, and maintenance facilities and for outlying parking areas.

 

  1. Directs the development, preparation and administration of contracts for maintenance, repair services, and smaller construction projects, in conjunction with MPA Departments and tenants.

 

Directs and oversees the overall business activities of the Airport Business Office.

  1. Oversees the development of the aeronautical rates and charges; all lease rates, fees and all other business terms.

 

  1. Oversees, and participates in the development and administration of RFP/RFQ processes for new development opportunities at Logan Airport, Hanscom Field, Worcester Airport, and related facilities.

 

  1. Oversees and reviews the preparation of financial, operational and economic performance reports for the ABO.

 

  1. Responsible for directing the overall accounting/billing process for all ABO agreements and tenants to ensure accuracy and timeliness of billing, and to ensure payments are made and received in accordance with lease terms.

 

  1. Works with Aviation Data and Reporting Manager to ensure that all aviation financial billing information (CLMS, Landing Fees; Aircraft parking) is accurate and timely.

 

  1. Reviews and analyzes ABO business management policies, procedures, and systems. Makes recommendations about implementation of, enhancements to, and creation of new policies, procedures and systems. Reviews, improves and manages financial controls.

 

  1. Works with Aviation, Capital Programs, Legal, Administration and Finance, and other Massport units/staff to identify potential business opportunities/impacts to current and future leases, premises, and projects.

 

  1. Reviews and approves Tenant Alteration Applications for all related tenants and properties.

 

Oversees the development and administration of Airport Business Office expense and revenue budgets.

  1. Oversees the development of the ABO expense, sales and revenue budgets.

 

  1. Reviews and prepares monthly budget reports and identifies key variances.

 

  1. Approves transfers to ensure budget compliance and recommends corrective action as needed.

 

  1. Reviews monthly sales and revenue reports and identifies sales performance trends and comparison to budget forecasts.

 

Manages, supervises and coordinates the activities of ABO Staff. Provides leadership through effective communications, coaching, training, and development.

  1. Fosters a cooperative and engaging work environment in order to maximize employee morale and productivity.

 

  1. Manages staff’s workload, schedules, and assignments,to ensure effective and efficient resource allocation to meet unit goals and objectives.

 

  1. Works with staff in the development and implementation of unit/office practices.

 

  1. Reviews reports, documents, and other records prepared by staff for accuracy and clarity.

 

  1. Prepares reports and records on departmental activities for Executive Staff and the Board.

 

  1. Evaluates employee performance, and recommends and implements reward and corrective actions, as necessary.

 

SECONDARY JOB TASKS:

Completes selected projects and tasks as assigned.

 

Prepares and presents briefings to Executive Management and the Board of Directors on business development initiatives as needed.

Job Requirements and Qualifications:

EDUCATION: B.A. Degree in Business Management or related field required; advanced degree in business, public administration, finance or related field is highly preferred..

 

EXPERIENCE: 7 -10 years’ experience in business management, with specific experience in real estate management, business development, and negotiations or comparable airport business management.  Direct experience in managing staff required.

 

UNIQUE EXPERTISE/CERTIFICATION/REGISTRATIONS:

  1. Experience with Airline/Airport business regulations preferred.

 

  1. Ability to lead and motivate a team to meet the strategic objectives of the organization.

 

  1. Demonstrated skills in lease negotiations and oversight of accounting and budget processes. Airport real estate development experience preferred.

 

  1. Excellent analytical skills and demonstrated experience performing complex financial analysis and modeling required.

 

  1. Demonstrated ability to establish and maintain effective working relationships with tenants, co-workers, and staff.

 

  1. Demonstrated skills in project management; creative and effective problem solving; strong written and oral communication skills required.

 

  1. Ability to maintain confidentiality in all assignments.

 

  1. Ability to pass a Massport controlled substance test and security background check.
